30 ADS-B Questions You Should Know How to Answer

As the business and general aviation industry gathers in Las Vegas for the annual NBAA business aviation conference and exhibition the week of Oct. 9, the FAA estimates that there are still more than 100,000 general aviation aircraft requiring upgrades to become compliant with its Jan. 1, 2020, ADS-B Out airspace mandate.

Duncan Aviation recently published a report noting that as of March 31, 73% of U.S.-registered business jets were not in compliance of that mandate.

Here are answers to 30 of the most common questions pertaining to ADS-B that Avionics has encountered through webinars, trade shows and engagement with readership over the past year.

  1. Why is it still necessary to do an ADS-B flight test per AC 20-165B for supplemental type certificate (STC) approvals when all the parameters can be properly tested during ground tests?

The main purpose for the test flight is to test the avionics dynamically to assess the GPS performance during maneuvering.

  1. Is there a way to address non-performing emitter (NPE) installation issues at the point of install?

Most NPEs are a result of improper avionics configuration or wiring during installation. Others are a result of component software compatibility, all of which could be detected with appropriate ground test equipment or flight check.

  1. Has the FAA addressed the military flight ID format that is not in compliance with the performance monitoring system flight ID format?

The FAA is working with the U.S. Defense Dept. and other federal, state and local agencies to address flight ID protocol.

  1. If the FAA audits NPE data, how do you report inaccurate transmitted data to the registered owner operator?

The ADS-B Focus Team contacts owners via phone or email if able. A letter of finding is mailed to the address on the aircraft’s registration if we are unable to contact via phone or email.

  1. How is inaccurate data for N-registered aircraft flying in outside the U.S. handled?

We work through our international Flight Standards Office (AFS-50) to resolve non-U.S.-registered NPEs.

  1. Will local FAA offices treat errant transmitted code by local registered aircraft a pilot deviation or a maintenance issue?

With a few exceptions, most NPEs will be treated as airworthiness issues and the ADS-B Focus Team will resolve them directly with the owner. Resolution of NPE aircraft for certificated operators will be coordinated through the principal inspectors.

  1. What is the split of NPEs between airliners, regional transports, business jets and general aviation?

This information can be found at: https://www.faa.gov/nextgen/equipadsb/levels/.

  1. What is the procedure for validating the ADS-B system once it is installed in the aircraft?

Verification of proper configuration and performance can be accomplished using appropriate ground test equipment or check flight using the Public ADS-B Performance Report service at https://adsbperformance.faa.gov/PAPRRequest.aspx.

  1. What should be included in the statement of compliance from the manufacturer or the STC holder?

The manufacturer’s statement of compliance should include a reference to compliance of the equipment performance requirements specified in§91.227. See Notice 8900.362.

From Notice 8900.362: “c.   Compliance Statement. The installer has a statement of compliance (SOC) from the applicable manufacturer(s) or STC holder that the equipment (self-contained) or specific equipment pairing (ADS-B OUT transmitter and GNSS position sensor) have been shown, via TC, amended TC, or STC, to comply with all § 91.227 requirements. This SOC may be included in the applicable installation instructions. The installation instructions must address how the equipment is to be installed and maintained to comply with not only the applicable TSOs but also § 91.227 requirements.”

  1. What is “cloaking” for special mission and military aircraft?

These are operations in which the aircraft transmit non-descript ADS-B information to prevent association of flight data to sensitive missions.

  1. Are military aircraft exempted from ADS-B compliance?

The FAA has not exempted any public or private entity from compliance to the rule.

  1. If the aircraft is only compliant to DO-260A and not DO-260B, will it still be grounded Jan. 1, 2020?

The aircraft would not be permitted to operate in the airspace identified in Federal Aviation Regulations Part 91.225 without prior authorization from ATC.

  1. Is there any plan for the FAA to mandate any Mode-S capability from transponders similar to the Eurocontrol Mode-S EHS mandate?

There are no plans to mandate additional Mode S capabilities in the U.S.

  1. Are non-U.S.-registered airplanes that fly to the U.S. that will retire by 2021-2022 also be required to equip ADS-B per DO-260B?

All aircraft operating in U.S. airspace specified in FAR 91.225 after Jan. 1, 2020, will need to equip for the mandate. As with any FAA rule, exemption requests can be submitted for consideration.

  1. Is designated engineering representative (DER) approval an option, or is ADS-B equipage only possible via an STC installation?

This would depend on the scope of the DER’s agreement with the applicable Aircraft Certification Office oversight. Initial ADS-B systems (transmitter and GPS pairing) must be approved via TC or STC.

  1. What is the FAA doing to correct all of the NPE installation errors?

The ADS-B Focus Team uses a multi-faceted mitigation strategy to reduce installation errors, including outreach, direct owner/operator coordination, repair station remediation, aircraft condition notices and letter of finding issued to owner/operator.

  1. Is a helicopter ADS-B Out message required to have a length/width code configured?

There is no language in AC 20-165B that waives the requirement for any aircraft to not transmit the length/width code when it’s on the surface. Helicopters hover-taxi and are airborne while they’re taxiing around the airport. When they’re in that configuration, they’re not required to transmit the length/width code. However, no requirement in FAA policy or guidance permits helicopters to not transmit a length/width code when it’s appropriate.

  1. How can you estimate the equipment/installation costs and down times for business jets by type?

“We need to know what kind of transponders are in the aircraft, full part numbers, we need to know what kind of FMSs are in the aircraft. Are they already WAAS receivers? If not, do you have WAAS GPS receivers in the aircraft? If it’s a Honeywell package, we need to know the RMUs. Are they RMU 850s? Are they RMU 855s? Then the RCZs, radios, we need to know the dash numbers of the RCZ radios. With that baseline information, we can generate a proposal as to what it’s going to take to get your aircraft compliant. If it’s a Collins-configured aircraft, we primarily need to know the existing transponder part number and then we know whether it’s a ProLine 4 or ProLine 21, etc. A few of those specific questions will help us put a proposal together and once we know that, we can estimate the downtime as well.” – Gary Harpster, senior avionics modification specialist, Duncan Aviation.

  1. Is there any restriction about broadcasting ADS-B out on both 1090ES and 978 UAT simultaneously?

“We kind of discourage it for obvious reasons. What we do see a lot and what we do refer to as “dual out installations” where they’ve got a 1090 UAT system installed on the same aircraft and both are transmitting is that they pick a link, most of the 1090 units now receive on both links, so you can get the traffic and the weather information from a single unit. But there is no restriction to limit broadcasts on both links. One particular item to remember in that case is that you need to make sure that your flight ID and your ICAO code are entered correctly on both units, otherwise an ADS-B In-equipped aircraft will see that as two aircraft flying very close to one another.” – James Marks, FAA ADS-B Focus Team.

  1. Is TCAS 7.1 required for ADS-B?

No it is not. 7.1 is a European mandate for aircraft traveling to Europe.

  1. Are Part 135 aircraft that operate below 18,000′ still required to have 1090ES? I understood that was an early requirement, but had been revoked. I cannot find any ruling on that.

The ADS-B rule is an airspace rule. A 135 operator may or may not be required to have a Mode S transponder. But if they’re only operating below 18,000 feet, they could certainly install a 1090 or a UAT system and be in compliance of the rule.

  1. Are there any changes being made to shorten the FAA STC approval process considering ADS-B Out mandate is not too far?

“We did revise certification project procedures to authorize certain OEAs to alleviate the requirement to submit a project notification letter, and that cut off about 30 days on average from the certification timeline. But I don’t know of any work internally to do anything beyond that.” – James Marks, ADS-B Focus Team Lead, FAA.

  1. In August, the FAA proposed changing its rules for U.S.-registered ADS-B equipped aircraft operators applying for RVSM authorization. If this policy change is approved, what does this mean for ADS-B-equipped aircraft?

An aircraft must have a precise digital altimeter system and an autopilot to keep the aircraft inside RVSM airspace envelope. An aircraft equipped with ADS-B can fly in RVSM airspace immediately rather than wait for the FAA to approve its RVSM changes.

  1. Would a flight test be required if the interface GPS and transponder systems were common on a different aircraft type? i.e. same system / different aircraft type (e.g. B757 / B767)

  1. What will happen if aircraft is not compliant with the ADS-B mandate by Jan. 1, 2020? Can aircraft still fly with flying level limitation?

The aircraft cannot operate in the airspace specified in §91.225 without prior authorization from the appropriate ATC facilities.

  1. What is Exemption 12555?

According to the FAA, Exemption 12555 is “a one time, grant of exemption from 14 CFR § 91.227(c) (1)(i) and (iii) for aircraft that are ADS-B Out equipped using qualifying GPS receivers when their performance falls below the requirement and backup surveillance is available.”

The agency established this exemption to address the performance characteristics associated with the three different variants of GPS receivers that are currently found in air transport category aircraft. Operators use these receivers to meet the ADS-B Out Navigation Integrity Category (NIC) requirements found in the code of Federal Aviation Regulations (FAR), § 91.227(c).

  1. Where can I find a list of ADS-B compliant equipment for my aircraft type?

The FAA’s website features a database of available equipment designed to meet the requirements of 14 CFR 91.225 and 91.227, either as separate components or complete installation solutions. The database includes both FAA-certified equipment and equipment not yet approved.

  1. Is the European ADS-B mandate following the same timeline as the mandate for U.S.-registered aircraft?

The European Aviation Safety Agency (EASA) uses the following dates:

  • All new aircraft were required to be ADS-B equipped as of June 8, 2016.
  • Aircraft requiring retrofits need to be equipped by June 7, 2020.
  1. Where can aircraft owners obtain post-installation checks to evaluate the rule compliance status of their new ADS-B installations?

The FAA published an extensive list of guidelines as to what airspace and areas of the National Airspace System will not require ADS-B after Jan. 1, 2020.

Q – If I have ADS-B OUT installed utilizing 1090 MHZ:,Should I also install ADS-B OUT in 978 MHZ?

A – No, you can only transmit on 1090 or 978, not both. 1090 works great.

Q – Recently I purchased a GTN 750 integrated with a GTX345 ADS-B and am interested to know how ADS-B works specially along the border with Canada.

A – Canada doesn’t have any ground stations so you won’t get any traffic or weather information until you come into the U.S. If/when Canada does ADS-B, you should be in good shape with the GTX 345. You’re all set!

Q – Hoping you will cover recommended time line for implementation. When is optimal time to purchase/install. Thanks

A – Optimal time? Sooner will be better than later : ) Talk to some avionics shops to see when they might have some holes in their schedule. Not sure where a Garmin dealer is? https://www.garmin.com/en-US/dealerlocator, select Aviation, plug in your zip code and you’ll see all the dealers in your area.

Q – Do you know how many refunds are still available from the FAA?

A – As of 11/15/2016 there have been 3,341 rebate reservations, leaving 16,659 still available.

Q – When an ADS-B system is installed in an airplane with a mode C transponder, does the mode C transponder stay in the panel, or is it replaced with an ADS-B? (Do we need both a mode C transponder and also an ADS-B)

A – With the 978/remote box systems are installed, you can keep your Mode C transponder. If you get a 1090ES (transponder) system, then you do take out your Mode C transponder

Q – Can you please relate to EASA too, please

A – EASA will require the 1090ES transponder solution

Q – Do I need to have ADS-B IN to see ADS-B OUT Traffic from other aircraft?

A – You will have to have some sort of ADS-B In system to see ADS-B Out aircraft and Mode C aircraft being broadcasted by the Ground System.

Q – Why is there an upper altitude limit for ADS-B weather (FAA weather broadcast to ADS-B IN)?

A – Similar to Navaids, the stations have service volumes where service is ‘guaranteed’. From a practical sense you can receive well outside the published service volume. FIS-B service volume per the AIM is up to FL240. Products provided and look-ahead distance is then determined by whether the station is Surface, Low, Medium or High Altitude. This is also outlined in the AIM.

Q – I have a 2005 C182 w/o WAAS. Will the GTX-345W work with weather and traffic?

A – Yes! Display of GTX 345 Traffic Requires SW: GDU v7.10 & GIA 63 v5.31 (and later). Display of GTX 345 Weather Requires SW: GDU v12.00 & GIA 63 v6.20 (and later).

Q – We operate ADS IN via GDL 39 to ipad (loose equipment). Our aircraft already has ADS B out, but the ADS-B out doesn’t know about the IN so FAA doesn’t send us the complete traffic picture around us. Will the FAA remove this restriction?

A – This is actually a setting in whatever ADS-B Out system you have. Your installer should be able to configure the system so it tells the Ground Station that you’re an ADS-B In airplane.

Q – What’s ADS-C?

A – This involves the transition from voice reports (based on inertial position) to automatic digital reports. The application is known as ADS-C (automatic dependent surveillance, contract). In this system, an air traffic controller can set up a “contract” (software arrangement) with the airplane’s navigational system, to automatically send a position report on a specified periodic basis – every 5 minutes, for example. The controller can also set up a deviation contract, which would automatically send a position report if a certain lateral deviation was exceeded. These contracts are set up between ATC and the aircraft’s systems, so that the flight crew has no workload associated with set-up. This isn’t available at this time and it doesn’t sound like something coming anytime soon

Q – Will the 978/UAT not be allowed above FL180 only for the ADS-B OUT mandate? Meaning, can you still have it in use for ADS-B In, but rely on your 1090ES for Out above FL180?

A – Yes! There are actually some systems set up this way.

Q – Is ADS-B out required to fly IFR?

A – Similar to transponders, ADS-B is required for access to certain airspace, whether operating under VFR or IFR. So, if you stay below 10,000 ft, out of Class B and C, you can file IFR and not be ADS-B.

Q – Is there an exception within 30 mile veil of Class B airport for no-charging-system aircraft?

A – You don’t have to have ADS-B if your aircraft was manufactured without and electrical system but you still can’t go into the airspace unless you give them a call and let them know your coming and know that they can tell you that you can’t enter the airspace. It’s their call.

Q – I have a WAAS capable G1000 2009 Bonanza. I have been informed that a Garmin GTX335 is my best integrated solution. But I have also been informed (10/18/16) by Textron that they need to issue a software solution and Service Bulletin before the system will be usable, actually grounding the plane. Is this consistent with your view?

A – Correct, Textron needs to release the software update to allow the WAAS from your G1000 system to talk to the transponder and I’m not sure when they’re going to do that. However, you can use a GTX 335 or GTX 345 with internal WAAS receiver. This is covered under our AML STC. Just a note: The GTX 335 is Out only. If you do a GTX 345, you’ll ADS-B Out and In and you will get traffic on the G1000 but the Beech software won’t support traffic on the G1000, but the GTX 345 will Bluetooth traffic and weather to your iPad.

Q – What are the red circles?

A – Those were the Class B/Mode C veil airports. We pulled that image from FAA.gov where they have a Google Earth map where you can see all different airspace. https://www.faa.gov/nextgen/equipADS-B/airspace/

Q – Does ADS-B out trigger someone else’s TCAS?

A – No, TCAS “sees” other people’s transponders and doesn’t really care if it’s a Mode C, ADS-B Out, or a TCAS II transponder. They see the transponder and determine it’s distance and direction utilizing fancy TCAS antennas.

Q – How does your Garmin Pilot access the FIS-B weather data?

A – Garmin Pilot will get FIS-B weather from several sources; GDL 39, GDL 88 paired with a Flight Stream 110 or 210, or a GTX 345.

Q – I have 1090 “out” and a iLevil and tablet for “in”. If I’m receiving “in” information; but out of coverage for 1090 “out” (KCDC to MVA vor); do I still get local traffic and weather?

A – You’re in a remote part on a leg like that. If you aren’t line-of-sight with a ground station, you won’t get it

Q – What about Fusion RADAR or AESA (Actively Electronically Scanned Array) Phased Array RADARS?

A – According to our radar sources here at Garmin, the FAA doesn’t use those type of system but F-18’s do.

Q – Is ATC actively using ADS-B data yet? I’ve heard that it is not enabled for most.

A – On the coasts, yes. I fly all over the South Central U.S. and I did hear a controller in the Dallas area mention that they are starting to use the ADS-B data now.

Q – Will ADS-B grow to support non verbal communication for clearances and other flight relevant info?

A – You’re looking more at the CPDLC technology and yes, they are looking at that for future growth. However, CPDLC requires digital radios and is not a function of ADS-B.

Q – Installing 345r in 2008 C182 with WAAS was told the WAAS was not up to current data specifications?

A – Correct, Textron needs to release the software update to allow the WAAS from your G1000 system to talk to the transponder. For the Cessna line it sounds like early next year they’ll have that update ready. However, you can use a GTX 335 or GTX 345 with internal WAAS receiver. This is covered under our AML STC.

Q – If mode c, then how is gps position determined to transmit it from ground station?

A – The radar systems has a ranging system (measures your distance by sending a signal and seeing how long it takes to receive it back from the Mode C transponder), and the blind encoder giving it altitude information.

Q – If we need radar service to “see” Mode C traffic, has the FAA made a long-term commitment to radar hardware?

A – The FAA’s long-term commitment is to start deactivating enroute radar in the 2020’s but it sounds like they’ll keep terminal radar for awhile

Q – If I have a 430W and a GTX330ES, how can I get FIS-B?

A – You could install a GDL 88 to display FIS-B on your GNS 430W or you could use a portable system like the GDL 39, Stratus or something like that.

Q – I currently have XM Weather will I still ned this service?

A – Depends. XM still has a few more features such as lightning.

Q – Why isn’t the FAA implementing phased array or AESA ground RADAR?

A – Those systems have their own limitations are currently only used on aircraft such as F-18s.

Q – How are you turning on target trend? Is this a function of the GPS?

A – If you have a GTN series GPS, you go into the traffic page, hit menu and select “Relative Motion”. Currently, that is the only system that has it.

Q – Slide 35 had a diamond on the right hand side. What does that mean? The doc says it’s stationary. Does that mean stationary relative to me or he’s hovering?

A – The diamonds are Mode C targets. Since the radar only knows where in space he is and their altitude. It doesn’t give directional information.

Q – How can you tell how fast the traffic is approaching (slide 40)? You said he was coming fast.

A – Good question! With ADS-B targets, you can actually highlight the aircraft and it will give you the N#, it’s speed and closure rate.

Q – The new GOES satellite (GOES R) has lightning capability and free to the NWS & FAA?

A – The FAA Plans to add additional weather products including lightning to the FIS-B uplink in the next 1-2 years.

Q – What if you were VFR, not with Flight Following and that situation occurred, what would you have done?

A – I would have climbed up 1,000 feet or more.

Q – Does ADS-B out equip need to be checked/certified at intervals like Txpdrs and static systems?

A – There isn’t a requirement to check it, yet. The ADS-B ground system is constantly checking the performance of your ADS-B equipment

Q – What is the reliability of TIS-B weather/Radar compared to the XM product?

A – Personally, I think it is just as reliable. I’ve had XM drop off from time to time and I’ve had ADS-B blank out from time to time.

Q – So only 1090 ES is a transponder?

A – Yes, 1090ESs are transponders

Q – 978 UAT is not a transponder?

A – These are not transponders. These are datalink boxes.

Q – Curious if ADS-B V0, V1, and V2 are all compatible between each other and ATC?

A – They are not. You want Version 2.

Q – Do you have any info regarding privacy issues. Even if you’re squawking 1200 “the system” knows exactly who you are and where you have been. Is there any protection of our privacy?

A – There really isn’t a way to block the world from seeing you. There have been some concerns with this and the FAA is exploring potential options for privacy. With a UAT like the GDL 88 you can operate in ‘anonymous mode’ when operating VFR and not requesting ATC services.

Q – If using UAT are you required to have a transponder?

A – Yes. Transponders are still needed in the system as the 4 digit code helps the controllers and many aircraft use TCAS system which need to see your transponder

Q – The FAA provides FIS-B and TIS-B to ADS-B out equipped airplanes. Is this as an incentive to equip, because the ground station is not being interrogated, or a band-with limitation?

A – The FAA always provides FIS-B but not TIS-B and yes, it’s an incentive to equip.

Q – I’ve heard some classes say that primary radar targets will be sent on TIS-B, the AIM and FAA documents say only transponder equipped aircraft will be sent. Any clarification?

A – Correct, TIS-B is only broadcast for transponder equipped aircraft. Primary targets are not uplinked on TIS-B.

Q – For those of us who have an IFD, e.g., G2000, that does not yet have an ADS-B In solution, what is the best way to get ADS-B In? Portable?

A – Currently yes.

Q – Is there a resale market for nice transponder if you upgrade?

A – For a nice Mode C transponder? Not really. There’s so many hitting the market right now. But, some dealers are giving a little for them.

Q – Will this technology ever replace teas?

A – At this point no.

Q – Will the FAA fill in the areas not covered with ground towers? SF to Crescent City a long way. No ground station receipt below 3,000′.

A – They continue to look at the traffic flow in those areas. If there is need for it, it makes sense that in time they will add it. Hard to say when.

Q – Will the GRX-345 pass fis-b to the Aera 660?

A – Yes, it will!

Q – There are a couple of us on the call who are managers at a corporate flight department with Lear 45’s. What are the options for us? I saw a large release for multiple corporate aircraft and everything I wish we had was listed, but the Lear 45’s we have were not.

A – Garmin doesn’t currently have an ADS-B solution for the Lear 45.

Q – So, a 1090 ES transponder replaces the current Mode C transponder and satisfies the Mode C requirement?

A – Yes, it does.

Q – FAA has $500 rebate for 20,000 participants. How do I find out how many participants have signed up for an as of date? Is there a FAA website that lists the current number of participants?

A – As of 11/15/2016 there have been 3,341 rebate reservations, leaving 16,659 still available. The program is supposed to end September 19th, 2017 or when 20,000 rebates have been claimed.

Q – Does Garmin have any small ADS-B solution available or planned for gliders?

A – Not really. There is a self-contained system called the GDL 84, but it’s permanently mounted and needs a constant supply of power.

Q – How much time does it take to replace a panel mounted transponder with an ADS-B compliant transponder?

A – Obviously several factors that go in there. Anywhere from 8 to 20+ hours. Just depends on what you have, what you’re buying, do you have to cut the panel? Do you have to mount?

Q – Are there any security risks due to hacking of foreign entities?

A – That’s a tough question. Have there been any major hacks of the system? Not that we know of. Is it impossible to hack? Seems like nothing is impossible to hack anymore. Overall, we don’t feel like a major takeover of the system is possible.

Q – NAV Canada says they are absolutely not upgrading to ADS-B, only over the north Atlantic for overseas flights. Received this information in the last 30 days. Do you see something different?

A – We had not heard that but overall, Canada and Mexico haven’t really been pushing hard to make it a requirement any time soon.

Q – Is Garmin discounting any of its equipment at this time?

Q – Our shop is contracted to install them ourselves and the avionics shop will do the setup. The incentive hasn’t paid off for several people in the Miami area. The fuel and operating cost didn’t make it worth it.

A – The FAA rebate program is designed to be an incentive to early equipage by helping to defray some of the costs. At the end of the day it is only $500.

Q – Please expand on Class B airspace and the $500 rebate.

A – This needs to be clarified. For you to get the $500 rebate from the FAA, you need to go into either Class C, Class B, the Mode C veil or above 10,000 ft for over a 1/2 hour. That guarantees the FAA has the systems available to check to make sure your system is up and running.

Q – Will Garmin Pilot for Android ever catch up with Garmin Pilot for Ipad?

A – We do hear this a lot. I’ll be very candid about this, there are a huge amount more users on iOS but we’re committed to Android as well, we just can’t put as many engineers on it. Other providers chose to not even support Android because the users aren’t there.

Q – What’s the relationship between ADS-B and the traditional TCAS systems currently installed?

A – ADS-B is taking your GPS position and broadcasting it out to other aircraft and the ground station. TCAS is a box in your airplane that sends out a signal out to another airplane and that airplane sends a signal back where the TCAS system figures out how long it took to hear back from the other airplane which equates to how far away it is. It also reads it’s blind encoder to figure out how high it is (messy huh?)

Q – Do I need ADS-B in to see other aircraft?

A – If you’re not ADS-B out, you won’t see Mode C aircraft unless another ADS-B Out aircraft is close to you. When you’re ADS-B Out, you “ping” the Ground Station and it will send the radar picture up to you. If there are other aircraft that are not ADS-B Out but have a portable ADS-B In receiver, they will pick up the traffic that are intended to be sent to the ADS-B Out airplane. You will see some ADS-B Out aircraft air-to-air. I know, it’s confusion. Let me know if that made a lick of sense.

Q – What is the cost and time required to upgrade a GTX330 to a GTX33ES?

A – You can upgrade a GTX 330 to a 330ES. It is a $1,200 upgrade. A Garmin dealer will take the transponder out and send it to us. We’ll have it for 3 to 5 days and send it back. The dealer will do a software upgrade to your GNS or GTN system and you’ll be good to go.

Q – To certify ADS-B for the FAA rebate, I was of the understanding that you could do so in class C airspace. You just said only class B airspace. Is that accurate?

A – For you to get the $500 rebate from the FAA, you need to go into either Class C, Class B, the Mode C veil or above 10,000 ft for over a 1/2 hour. That guarantees the FAA has the systems available to check to make sure your system is up and running.

Q – Even though it’s not required, do you think there will be a solution for gliders? Panel space is a serious problem along with power consumption.

A – I totally agree with you. You guys can really get up there! The problem is that there isn’t enough demand to develop a system that would be cost affordable.

Q – I am managing a DG-1000 Club-Glider in WA State. Do I have to get ADS-B?

A – The ADS-B Out rule does not apply for any aircraft not originally certificated with an electrical system or that has not subsequently been certified with such a system installed. You may utilize a portable ADS-B unit to receive the benefits of ADS-B In but there is no requirement to do so.

Q – SAY AGAIN HOW TO QUALIFY FOR THE $500? FLY NEAR CLASS B AIRSPACE?

A – Rick M who was on the webinar had a great answer: Rebate started on 9/19/2016 and runs for one year. The FAA expects that as many as 20,000 applications will be received in the one year period. So there IS an expiration date.

Q – Any lingering concerns about the ‘hackability’ of the ADS-B system?

A – Am I concerned? Not really. Can it happen? Maybe.

Q – Is there no option to being in Class B to get the rebate?

You uplink your position to a satellite at a frequency you wish and it also can text from the air! If you go down, you have texting capability with position location.

Q – After the deadline, can you use VFR flight following without ADS-B?

A – Depends. As long as they have radar coverage of you (assuming you’re staying out of airspace requiring ADS-B.

Q – Will loss of communications procedures be changed in any regard, for ADS-B airspace, as far as FAA or ICAO countries are concerned?

A – Not that I have heard of.

Q – Class C airspace qualifies as “rule” airspace for the rebate. True?

A – Correct!

Q – Does Garmin GTX345 Bluetooth work with multiple devices in the cockpit?

A – It does. It will work with 2 devices at once.

Q – Do TFRs show up on the GMX200 with a Garmin 345?

A – Yes

Q – We were told we need the GDL 88 to get the ADS- B In. Is that correct?

A – Not sure of the whole avionics package but the GDL 88 does do ADS-B In (1090ES and 978)

Q – How will ADS-B be implemented in oceanic airspace, ie. no ground stations available?

A – That’s where ADS-C comes in. Over the ocean, position reports are done via satellite.

Q – Do 1090ES targets show up as Mode C targets from ground stations?

A – Not 100% sure of the whole scenario there but if you’re ADS-B IN, a 1090ES airplane will look like an ADS-B target.

Q – I have 530W, what should I do?

A – There are several options but a common one is to trade in the 530W (many dealers are offering a decent amount for these) and buy a GTN 750 with a GTX 345 and get ADS-B Out compliant with ADS-B In on the GTN and Bluetoothed to two devices.

Q – What is the FAA issue with the NavWorks system?

A – The FAA is coming down hard on NavWorks. It appears the FAA doesn’t think NavWorks was putting the correct parts into their systems. When the FAA went to their facility to inspect, NavWorks didn’t let them in.

Q – On chart 61 do not understand meaning of “beware”

A – When you’re shopping for ADS-B systems, be aware that not all system do ADS-B In, some don’t listen to 1090ES and 978 and only listen to 978 and some systems don’t give you audio traffic alerts.

Q – Is it still possible to upgrade an existing Garmins mode s transponder for ADS-B?

A – You can upgrade a GTX 330 to a 330ES. It is a $1,200 upgrade. A Garmin dealer will take the transponder out and send it to us. We’ll have it for 3 to 5 days and send it back. The dealer will do a software upgrade to your GNS or GTN system and you’ll be good to go.

Q – I fly rental aircraft. Is there a portable ADS-B solution available I can carry with me since I never know which aircraft I will be flying?

A – There isn’t. 91.225 requires an ADS-B system be installed in order to access the affected airspace after 1/1/2020. It has to be permanently mounted.

Q – What is the latest model out by Garmin?

A – We have a GTX 345 ADS-B In/Out transponder. GTX 335 ADS-B Out only transponder. A GDL 88 which is a ADS-B Out/In. And a GDL 84 system that is ADS-B Out and Bluetooth In.

Q – Does ADS-B apply to Light Sport Aircraft?

A – Yes.

Q – Can a Garmin 530 GNS upgraded to WAAS, work with the Garmin 345 to show weather?

A – Yes.

Q – I have a 530 which is not WAAS capable… would it be beneficial to upgrade the gps before installing ADS-B?

A – ADS-B systems require WAAS, so yes. Upgrading to WAAS gives the ADS-B Out system the WAAS it needs and you get additional capabilities with LPV approaches.

Q – Canada uses satellite based instead of ground based systems. Are all Garmin ADS-B boxes able to use two antennas?

A – No one, including Canada, is using satellite-based ADS-B systems yet. The system has never been tested.

Q – Is the Appareo ES with a Stratus linked; is that dual band?

A – It depends on which Stratus system you have. Early ones were only 978.

Q – What would you recommend for a current panel that has a non-was GNS430 ?

A – I would recommend upgrading the GNS 430 to WAAS and install a GTX 345.

Q – ATC has asked if I am ADS-B equipped. How do I include my ADS-B information when filing a flight plan? I have a GDL 88.

A – That’s a great question. The normal flight plan doesn’t ask for it unless you put it in your comments field. If you do ICAO format, it is there.

Q – What will happens with the airplanes out of usa with N Registration with traditional transponder ? Is ADS-B mandatory for all airplanes that fly IFR?

A – ADS-B is only required for aircraft in that certain airspace. So if the airspace you’re flying doesn’t require it, you’re good to go.

Q – Is there a commonality between usage of ADS-B 978 vs 1090? For instance, are those who are getting the cheaper 978 system smaller aircraft flying lower altitudes?

A – Yes, for the most part, the cheaper 978 systems are going to smaller aircraft. But, low cost transponders are competitive because their installation is easier than the low cost 978 systems.

Q – Is the FAA maintaining an up-to-date list of approved systems on their web site?

Q – Will ATC be likely to grant exemptions to Mode C aircraft popping up at Class C and B airspace after Jan 1 2017?

A – Did you mean 2020? Hard to say. If you’re going into Oklahoma City (home of the FAA) it might be pretty hard. If you’re going into Springfield, MO, it might be easier. Again, hard to say.

Q – IS THE GARMIN 480 SUPPORTED?

A – Yes.

Q – Will I need to have my equipment checked by the FAA before 2020?

A – When your system is installed, the avionics shop should make sure it meets specs. If they don’t, the FAA might send you a letter telling you aren’t meeting the spec and what’s wrong.

Q – What is Garmin’s position on systems that use transponder sniffing and add their ADS info to that? Does Garmin have a sniffer product that works with the 327 transponder?

A – Interesting question. The GDL 88/84 wirelessly “listens” to your transponder code. This is probably the “sniffing” you’re referring to. The “sniffing” is a feature in which Garmin holds a patent.

Q – My Garmin 530 was gives me traffic now. Will I see traffic after I upgrade my 330 Transponder to extended Squitter?

A – Yes it will. You have TIS-A which is an early ADS-B-type system. It only works in a handful of areas. But, yes, it will still work while the system is still active but in time, it will deactivate in favor for ADS-B and TIS-B.

Q – Will the Garmin 345 talk to the G500?

A – Yes, with the GTX 345 and G500 you will be able to display ADS-B traffic and FIS-B weather on the G500.

Q – I’ve got a 1981 Cessna 152 II. Should I just learn how to bite the bullet?

A – It really depends in the airspace that you’re in. If you like having the traffic and weather and you’re in airspace that requires ADS-B in 2020, it might make sense to get it done.

Q – My mom flies a Citabria – smack dab I the middle of the new York terminal area (she’s on Long Island) the a/c is compliant right now with whatever is minimum, I know they have a handheld radio backup but how will this affect her – just a transponder change will do it? Obviously there are no displays like what was in the presentation.

A – If the aircraft is compliant with ADS-B today, then she is okay. However, if she is not compliant, given she is in the middle of mandate airspace she will need to upgrade her transponder or seek another ADS-B Out solution for her aircraft.

Q – I fly with students. We have ADS-B out transponders installed in our training aircraft. My students ask me “what do I do when I hear the audio alert “Traffic, Traffic”? Does this mean that traffic is close? How close? Should they be alert for traffic somewhere?

A – If you hear, “traffic, traffic,” someone is close. If you have and traffic display of some sort, get a good idea where the airplane is and get your eyes out and find it quick. You don’t have much time.

Q – Will a G480 be upgradeable?

A – The GNS 480 is still supported but does not have an upgrade path

Q – What is a good solution for a GNS 430 non was (dual bands in + out) 1090

A – The WAAS-enabled GTX 345 is a very cost-effective solution for you. You do not have to upgrade the GNS 430 to WAAS because the GTX 345 has the required WAAS position source. With this, you can wirelessly stream ADS-B traffic and weather to a portable device or tablet. On the other hand, you will not be able to display ADS-B traffic and weather on your GNS 430 if you do not upgrade it to WAAS.

Q – Will a GTN series unit that is receiving ADS-B in display that info on screen as well as a G500? (forwarded through)

A – Yes, you will receive ADS-B traffic and weather on the GTN 650/750 and G500 simultaneously.

Q – When does Canada require the ADS-B (deadline)

A – Canada does not yet have an ADS-B mandate.

Q – Can I nail down a date next year now, and at the same time nail down the $500 FAA rebate?

A – The installation has to be completed within 90 days of the rebate reservation. Avionics shops are booking installation dates well into 2017 – in some cases 6 months or more out from today. It’s best to contact your local avionics shop regarding a potential installation date and then align that timing with the $500 rebate.

Q – For helicopter low altitude which equipment do you recommend?

A – Either a UAT or 1090ES-based ADS-B solution will work equally well for a helicopter.

Q – Does TCAS equipped traffic pick up your ADS-B even if you do not have TCAS yourself?

A – TCAS systems pick up anyone with a transponder so if Mode C or ADS-B, TCAS will see you.

Q – Can you get the traffic and weather data to display on more than one unit? For example on my Aera 796 and my ipad mini as well as my 530W?

A – Yes, with a transponder such as the GTX 345, you can wirelessly connect the aera 796 and iPad via Bluetooth and receive traffic and weather simultaneously. The GNS 530W will also receive traffic and weather at the same time.

Q – Can you comment on ADS-B In as a portable unit, communicating with a tablet app?

A – Many portable devices can connect to apps and display ADS-B traffic and weather, including the GDL 39, GDL 39 3D and Stratus portable units.

Q – What are the security implications? most folks don’t have grnd radar to track you; ADS-B can be on a G4 phone or Tab.

A – There really isn’t a way to block the world from seeing you. There have been some concerns with this and the FAA is exploring potential options for privacy. With a UAT like the GDL 88 you can operate in ‘anonymous mode’ when operating VFR and not requesting ATC services.

Q – Will the TCAS integrate with ADS-B traffic

A – Yes, Garmin ADS-B solutions blend ADS-B traffic and active traffic received from TCAS systems so you receive a comprehensive traffic picture.

Q – When an ADS-B system is installed in an airplane with a mode C transponder, does the mode C transponder stay in the panel, or is it replaced with an ADS-B? (Do we need both a mode C transponder and also an ADS-B?)

A – Depending on the ADS-B solution you select, you can choose to keep your Mode C transponder and opt for a remote-mounted solution such as the GDL 88, which will communicate with the Mode C transponder to achieve ADS-B Out. Or you can install a 1090es solution like the GTX 335 or GTX 345 and you ADS-B solution and transponder will be the same box.

Q – What about the drones? How can we stay away from drones?

A – So far, despite media hype, no airplane has hit a drone and we don’t see drones as a problem currently.

Q – To better phrase my question, will the ADS-B info be displayed on both a GTN and G500 at the same time from one GTX345?

A – Yes, the GTX 345 will display ADS-B traffic on the GTN and G500 simultaneously.

Q – Please explain more thoroughly the plus (+) and minus (-) that appear in front of ADS-B air to air targets?

A – The plus and minus signs indicate whether the aircraft is above you (plus sign) or below you (minus sign).

Q – Rebate started on 9/19/2016 and runs for one year. The FAA expects that as many as 20,000 applications will be received in the one year period. So there IS an expiration date?

A – Yes, 9/19/2017 is the expiration date, or when 20,000 rebates have been issued, whichever occurs first. As of November 16th, 2016, a total of 3,341 rebates of the 20,000 available have been reserved.

Q – Are the 335 or 345 transponders dual band?

A – Yes, the GTX 345 is 1090ES Out and dual band receive. The GTX 335 is 1090ES OUT; it does not have ADS-B IN capability

Q – Please address the differences in the ADS-B Experimental aircraft requirements?

A – ADS-B systems in experimental aircraft have to meet the technical requirements of FAA TSOs, but don’t have to be fully TSO’d systems.

Q – Do you have to have dual band in and out to receive both on line of sight?

A – With a dual band system, you will receive ADS-B In traffic that are broadcasting on both 1090ES and 978 frequencies, therefore providing a comprehensive traffic picture once the majority of aircraft comply with ADS-B.

Q – How is this going to effect all the J3, no electrical users. Portable Systems?

A – The ADS-B Out rule does not apply for any aircraft not originally certificated with an electrical system or that has not subsequently been certified with such a system installed. You may utilize a portable ADS-B In unit to receive the benefits of ADS-B In but there is no requirement to do so.

Q – Is there a possibility of satellite-based ADS-B for remote oceanic ops?

A – Yes, this is called FANS 1/A.

Q – I read weather is 10 15 min delay???

A – Yes, there are some delays in the FIS-B weather, and the different FIS-B products are broadcast at periodic rates, so it “ages” until the next update. This is explained further in the AIM.

Q – What about older vintage aircraft, where the ADS-B systems cost more than 25% of the value of the aircraft, ie Ercoupe?

A – Several ADS-B solutions available on the market today start at $2,995.

Q – At what altitude above the ground will ADS-B start to work?

A – FIS-B weather reception is based on line of sight so the altitude may vary, whereas you may begin to receive ADS-B In traffic data on the ground and even the airport surface. Coverage maps at different altitudes are available at https://www.faa.gov/nextgen/equipADS-B/airspace/

Q – A concern I have is that FAA does not provide traffic in their client message unless within 15nm of a compliant ADS-B out. I know this is not within the Garmin/Jeppesen sphere of influence but is a concern for me. I rent an aircraft not yet compliant. I have my own portable ADS-B in recvr but receive traffic only when within close proximity of another compliant aircraft. If safety is the driver, I don’t know why the client message would not contain every mode-C within 15nm of another aircraft?

A – FAA is currently evaluating expanding the TIS-B uplink services to include uplinking TIS-B services to transponder-only aircraft.

Q – If I have a 430W and a GTX330ES, would I still need something to see TIS-B and since FIS-B is on UAT, how can I get FIS-B?

A – The easiest and cheapest way is to get a portable system such as the GDL 39 or a Stratus system. It will Bluetooth the traffic and weather data to your aviation app.

Q – It was stated in the webinar that the test flight to qualify for the FAA ADS-B $500 rebate must be conducted in Class B airspace. However, according to the FAA AC, “Rule Airspace” for the test flight includes within A, B, and C airspace; above the ceiling and within the lateral boundaries of Class B or C airspace up to 10.000 feet MSL; and airspace from the surface up to 10,000 feet MSL within 30 n.m. of certain designated busy airports. This makes a big difference for pilots based in remote areas far away from any Class B airspace?

A – The FAA recommends ADS-B test flights should last 30 minutes and be within ADS-B rule airspace. This qualifies Class A, B and C airspace or above 10,000 ft.

Q – We own 6 planes inside the Miami 30 NM mode C. Are manufacturers working on portable cheap equipment that would qualify?

A – While there are a number of cost-effective ADS-B In/Out solutions available on the market today, the FAA has made it clear that portable ADS-B solutions will not qualify for the ADS-B mandate.

Q – I’m still trying to figure out why the FAA only provides TIS-B and FIS-B to ADS-B out equipped airplanes. Is this because it’s an incentive for those not equipped with ADS-B out to equip? Is it because the ground station is not be interrogated by an ADS-B out equipped airplane? (i.e., ground station doesn’t know to send) Or is it an FAA bandwith limitation?
